In Search of Affordable Health Care for Every Texan: CHIP, Medicaid, and private insurance reform in the 81st Texas Legislature.
Anne Dunkelberg, Associate Director, CPPP and Stacy Pogue, Policy Analyst, CPPP
This session will explore a proactive agenda for reducing the number of uninsured Texans— children and adults—by removing barriers to Medicaid and CHIP, creating new options for uninsured children above the current CHIP income limit, implementing Medicaid “waiver” programs for low-income adults, and making real improvements in private insurance through TDI’s Sunset and related legislation in the 2009 Session. An overview of the Congressional context and positions of presidential candidates will also be included. The median divides the age distribution into two equal parts. Half the population is younger and half is older than the median age.

Expanding the Economic Opportunity Structure of America: The Role of State Policy and Advocacy in Building Assets and Wealth

This session will explore the various policy areas that make up the broader field of asset building and economic opportunity, including how to increase income while preserving and building assets. We will explore “asset enablers” such as the Earned Income Tax Credit, Individual Development Accounts (IDAs), and Children’s Savings Accounts. Finally, this session will examine how our current policies to help students pay for postsecondary education need updating in the face of changing global economy.

This session will provide an overview of all the moving parts of a successful advocacy campaign.
